Why is the carbon tax exemption restricted only to heating oil?

The federal government recently announced tax exemption for three years on home heating oil.

I want to know why this exemption is restricted to heating oil when it should apply to natural gas and other fuels whose prices are also affected by inflation.

According to Environment Minister Steven Guilbeault, the tax break was restricted to heating oil because those who use the oil are low-income and the price of oil has increased faster than other fuels. Hence, there will be no further exemptions for other fuels.

Low-income you say? Even when Statistics Canada reports only 3% of Canadian households relied on home heating oil in 2021? That’s ridiculous. Next time they should tag properly as Atlantic tax rebate.
